I found the answer here:

Here is what it says:

The error is due to either a security fix that was implemented beginning in
Domino 5.0.5 or improper agent restriction settings on the Security tab of
the Server document in any Domino release.

To avoid the issue, Add "Lotus Notes Template Development/Lotus Notes" to
the "Run Unrestricted Agents" field of the Agent Restrictions section on
the Security tab of the Server document for your DECS server in the
NAMES.NSF.

I had the same error, and this fixed it.

Howdy,

So, I'm just now starting to dig into DECS, and I'm following the tutorial
found at:

http://www.iseries.ibm.com/tstudio/domino/store/decs/indexdec.htm

so, I get to where I add the DECS Activity document, and when I specify my
notes database - where it should ask me for the form name, the following
error appears:

DECS Administrator Error: This operation is not permitted when executing
restricted agents.

what gives?  could it be an authority problem?  any other ideas?
