I've bumped into this too. I'm not sure of the reason but I did find a workaround.

First, make sure the PC Organizer is running. (STRPCO).

Then use the following PDM option:
STRPCCMD PCCMD('codeedit <OS400>&L/&F(&N)') PAUSE(*NO)

This will have the PC launch CODE and open the member for edit.

I never have the delay issue when I use this method.

This is more of a bother than a problem.  I've got the following PDM user
options set up to start the CODE editor or designer.

call qdevtools/evfcfdbk parm('37' 'Y' 'OS400' '<LOCAL> CODEEDIT
"<>&L/&F(&N)" ')
call qdevtools/evfcfdbk parm('37' 'Y' 'OS400' '<LOCAL> CODEDSU
"<>&L/&F(&N)" ')

The thing is that some days when I type the option and hit ENTER they pop
right up.  Other days I might wait anywhere up to a minute for the member
to load.  Once it starts up everything is responsive.  If I start the
program on the PC and then open the member the speed is good.  Could
something stand to be tweaked on the AS/400 side?  Our system is a 720 and
doesn't seem to be all that busy at the times that I experience this.  We
are at V5R1 on the AS/400 with fairly recent PTF's.  WDSC is 5.1.  Thanks.
