That sp3 fix for sp3 did the trick.  Thank you.

I am also putting some stuff in this reply that might help other 
searchers.  And I'll update the FAQ also.
Keep in mind that this originally appeared in an internal memo and some 
stuff may be site specific.

I went to here:
http://www-1.ibm.com/support/search.wss?rs=255&tc=SSKJJP&dc=D400

and downloaded a fix for service pack 3.  So, once you get WDSC 4.0 
loaded, and you get Service Pack 3 loaded, then you might want to load 
this fix for Service Pack 3, SE08488.
If you map a drive to Code400 on 'Helpserv' then drill down to 
E:\WDSC\Service Packs\Service Pack 3\SP3EFixSE08488, open that in a DOS 
prompt and run:
PATCHV4SP3.BAT C:\WDSC
It will install the fix.

Therefore I reckon' the existence of:

is the proof.

The other  way I know of is to go to the regedit and check the entry:
HKEY_LOCAL_MACHINE\SOFTWARE\IBM\ADTS Client Server for
AS/400\Install->ServicePackLevel

SP3 must be installed first before the 'SP3 efix' is applied. This can be
found in the download page:
http://www-3.ibm.com/software/ad/wds400/support/
