Do you have the WSDc v.4 CD's?  These are the ones you need.  I had the same
problem and it was because XP wasn't supported with the original CD's sent
out with V5R1.  You need to order the "new" set of CD's that are at
v.4(Version 4).  Should be free of charge if you have a software
subscription with IBM.
