Let's check a couple of things first.
Have you tried closing and restarting the Communications daemon?
        Yes, many times, with many reboots
What are the  settings of  your STRCODE command?
        STRCODE    SERVER(OS400) RMTLOCNAME(&IP) +
             CMNTYPE(*TCPIP) PORT(*DFT)
        (&IP is retrieved)
Do you have your own STRCODE *USRSPC in your current lib?
        Yes
