It is not that I don't see the window because it is behind other windows.
It doesn't display it at all.

More information is needed.  What version and release of what operating
system are you using?  What version of the tools are you using?

Win2000 has issues that require the Tweak UI to allow the completion
screens to pop up and steal the focus from the editor window.
