I was getting this error also - very happy to see it wasn't just me because I 
am brand new to this and thought I had done something wrong.

I reinstalled as suggested and still got the error.  So I uninstalled 
everything to do with WDT400 and also uninstalled the jdk1.3.1 that I had 
downloaded from  the SUN web site.  Then I reinstalled everything and now it is 
OK.
