Packages. The likely candidate is Bull's freeware and shareware for
AIX. Is this compatible for the IBM i at V6R1M0 within AIX? If not,
is there a binary available elsewhere?

The Young i Professionals web site has instructions and tooling available to
install rpm packages on IBM i from the AIX Toolbox for Linux site. One of
the packages available is the gcc compiler. See here for details:
