Check out CRTCMOD, CRTPGM, CRTBNDC, CRTSQLCI commands for creating C modules
and programs.

As for data queue, simplest way to create one is using CL command CRTDTAQ
which you can invoke in your C program by doing something like:

system("CRTDTAQ DTAQ(QGPL/MYDTAQ) MAXLEN(100)");

Now, there are "better" ways to accomplish that but I am not going to go
into that as I believe it may be too steep of a learning curve for your
first venture into C-400 world.
Once you get your feet wet and learn some more about apis, ILE, mixing C and
CL modules into a single program, post back.
