from Al Mac in 405 CD which is a lower BPCS version than you using.

Note that FLT file has more than one member.
There is the member of what has been posted through JIT6 or SFC6 
There is the member for transactions not yet finished final 620 step.
The rules are quite different for many fields in the two members.
If you looking at the data outside of standard BPCS programs, be sure you 
looking at records in the right member.
