In your BPCSUST (BPCS TCP/IP LIBRARY)CHECK THE JOBD FOR BPCSTCPIP AND MAKE 
SURE YOU HAVE THE TCP/IP LIBRARY , THE BPCS FILE LIBRARY AND QGPL IN THE 
LIBRARY LIST.

I HAD THE SAME PROBLEM AND WHEN I CHANGED THE ABOVE EVERY THING IS WORKING 
FINE
