If at all possible, I would question setting up two sets of files. That is
asking for trouble if you plan on having some files in common across all
divisions. (Two totally separate environments, with some well planned bridges is
a different matter) It is true that IIM does not have facility, but the CIC
which is the next level down, does split out info by facility. The BOM does
allow you to set up bills by facility, but usually you are better off with
global bills unless you have a specific reason to split bills by facility.
Several times I have had to move bills from facility to facility when production
moved from one facility to another. If you just make the bill global, then you
can build it anywhere, with no requirement to move the Bills. Global Routings on
the other hand are only useful for cost. To be useful in day to day operations
they have to be by facility.

Most of what is required to split info by facility, and profit center exists in
BPCS, using common files.  The problem may be trying to get facilities to tie
together properly to Division. This used to be difficult in the pre CEA versions
of BPCS, but I don't think it is totally smoke and mirrors when SSA claims CEA
can handle this now. (At least from the Accounting side)

You might be trying to deal with the situation where two divisions have
overlapping part numbers, referring to truly distinct physical parts, depending
on division, and they want to continue using their old part numbers like they
have in the past. Unless the two environments are kept totally separate, with
some bridge programs written, the complexity could get overwhelming. It would
probably be cheaper just to renumber the parts in conflict during conversion.
Remember part numbers are used almost everywhere, especially in the systems that
feed GLD (ACR and ACP). To have  subsystems in different data bases feeding a
combined GL might really become complex.
