Strictly speaking, it's not THAT difficult to write your own deployment system ... it's just a mater of moving objects around.
Change Management Systems, however, do a whole lot more than just move objects around ...
1. Keeping track of related objects so (for instance), if you change a physical file, all the programs and logical files that are dependent on that physical file are recompiled at the same time and deployed appropriately.
2. Retaining data in physical files as they are deployed.
3. Retaining attributes & authorities on compiled objects (programs, files, etc).
4. Integration into a good issue tracking system.
5. WDSC / RDi / RDp Integration
6. Deploy to multiple systems ... local and remote.
7. Provide audit trails for all program changes.
