To EXECUTE C/400 programs, you don't need any additional software.  QSYSINC
(and other C-related libraries, such as the compiler itself) are for
compilation time only.  If you need to know the list of libraries needed for
COMPILATION, please advise.  I don't understand your (+ ILEs) comment.
Again, QSYSINC is not needed for (ILE) C/400 programs.
