I don't do system installs any more so I'm just guessing, but it sounds like
what we used to call a MULIC tape (Model Unique Licensed Internal Code).
 Each AS/400 model has LIC that is unique to its component (hardware) design.
 This code has to be installed before the operating system can be loaded, as
it's what actually drives the operation of the processor and peripherals
(sort of like COMMAND.COM on a DOS PC).

Upon rare occasion (I had it happen ONCE in over 50 upgrades, think it was a
D20 shortly after the "D"'s came out), the OS upgrade program would prompt
for the MULIC tape in order to verify and/or make changes to the LIC.

Sounds like you need to SNDPTFORD for MF12423 if you don't already have it
installed.  I don't think that your "Unknown" CD is the solution...
