Thanks Jack, I was hoping it was something simple. I guess the handler program is specified elsewhere.

I get the error from NET.DATA

NET.DATA Error: Value for PATH_INFO in URL is not set or is not valid.

What your ScriptAlias section does is make sure that

http://192.168.2.252:2020/CGIBIN/WEB067CL.PGM
<http://192.168.2.252:2020/CGIBIN/WEB067CL.PGM?DEALERNUMBER>

gets passed to

/QSYS.LIB/NETDATADEV.LIB/DB2WWW.PGM/WEB067CL.PGM

which of course does not exist.
