The CGI service allows the file upload directly. Having the file transfer separate from the program call is one of the reasons for moving away from DB2 stored procedure calls.

Why would that limit your options? Couldn't your web-service clients simply reference one web server or another depending on which was hosting a file-upload service, or not?
