I'd think a test of creating one of the data areas in qusrsys or qgpl and then see if the issue is a missing library for an odd job. Given the log is for the object in the list and not specific library it at least might get the error to stop but not show which program is involved. My two cents. Adjusted for inflation.

Joe,I double checked that all the data areas (which do exist in the CGIlibrary) were "0" or "off".So it seems like an odd internal issue... another programmer suggested itis possible happening during backups.. if backups have a lock on that dataarea I could see it happening..
