I would start at a lover level, if you don't already have knowledge of SQL
it is a must and besides that you can use it in your RPG environment.

Then I would learn the basic of PHP coding and MYSQL database. There
is a lot of online books like this

Instead of starting playing on IBM I, I would install a XAMPP server on
my PC.
