Yes, and that's what I'm using. DTW_SENDMAIL seems to be handling HTML formatting as expected, however various clients seem to support HTML differently. Which HTML tags are safe, not-safe?

Then you have an email client like Outlook where users might have many horizontal and vertical panes separated by dividers, and they expect the message preview to display in a pane having quite limited vertical and horizontal height and width. If your HTML table width exceeds those boundaries, then vertical and horizontal scroll bars appear. Should we not use fixed-width HTML tables?
