Seems to me that since it was created as a simple list for "Web GUI Development Options", this is fair game for just about anything.

Better to have more available options rather than less.

Now if someone wants to start breaking it down, then the complexity begins.

The matrix already feels overloaded, and I think there's some confusion between options. Some are languages, some are frameworks, and some are IDEs. Personally, one quibble that I have is that I don't think IDE's should be specifically listed. The more general-purpose IDEs like Rational SDP, Visual Studio, NetBeans, etc., are usable in support of dozens upon dozens of frameworks.
