While all those components are available at no charge, absorbing ZF might be
a bit much for the PHP newbie. I strongly recommend an on ramp starting at
procedural PHP, then to OO and then to ZF. And another player in the IBM i
space has stepped forward with an application framework that might be a
little easier to implement at first. I have not vetted this completely, but
it looks quite promising. Yes, it is open source, per the GNU LPGL 3
license. It sure is nice to have options, ain't it?

(P)HP scripting language running on top of the Zend framework

All of these are included with the IBM i O/S.
