I think I finally got it resolved. The problem was actually caused by cvs.
For some reason, cvs saved a copy of xmlparserv2.jar in the cvs folder
after I deleted from web-inf/lib.

I found this out thru the ISALite util. Here is what it shows in the
classload info:

Lim: I am thinking that your log file should be getting populated
when you
start your WAS on the host side. Check in your IFS to see if you have
a log
file and if it getting populated.
