File QATMHINSTC in QUSRSYS lists all of the server instances. There may be a flag -AutoStartY in it (it may not be in there which means it does whatever is gloabally defined). All you have to do is change that (or add it if not there) to -AutoStartN and it will no longer auto start.

With my troubles from my previous email, what I was tying to do was disable
autostart on two HTTP instances. Is there another way to disable those from
starting without *ADMIN? While not a big deal, I just wanted to clean those
up so they didn't start until I could get back to that project.
