Okay, I was looking in UserData not ProdData. I found the file. However, I
think I found the problem. I don't have 5722JV1 - option 8 installed.
According to
http://objectmix.com/websphere/640698-cant-open-httpadmin-page.html it's
required.

We'll have to try that once we get the CDs out of archives.

Would that make sense?

I am getting a 500 error on http://hostname:2001/HTTPAdmin. Upon some
research, I can't find the "admin-ibm.conf" as mentioned in
http://forums.systeminetwork.com/isnetforums/showthread.php?t=99521.
Could that be the problem? We are on V5R4.
