I checked a couple releases back to 5.1.37 as well and it was missing
there too I believe.

Thanks for confirming this so I know I'm not crazy :-)

The 32-bit version does work OK on V5R4 in case anyone else decides to
try it.

I initially thought the pre-requisite PTF's should install the plugin
since I couldn't find it and then I decided to check the 32-bit version
and knew I wasn't off base :-)

I've downloaded 64 bit MySQL 5.1.42 and confirmed what you're seeing.
This is definitely a bug! I've opened a Severity 1 issue for MySQL at
http://bugs.mysql.com/50059. In the future, please feel free to
similarly
open a bug. Anyone can do so, regardless of whether you're an enterprise

or community MySQL user.
