Does anyone know whether CGIDEV2 is open source?



The Ibm redbook "The ins and outs of XML and DB2 for i5/os" states



"The good news is that since the CGI toolkit is open source, when you
download and install the

CGIDEV2 toolkit library on our system, with the source code included."



And the download from IBM and easy400 both contain the source.



However the easy400 site states.



"This is the only Easy400.net deliverable which is not Open Source. In spite
of many customer requests, IBM did deny Open Source for CGIDEV2.
In July 2005, CGIDEV2 maintenance and support was assigned to the IBM
profit-center Client Technology Center (CTC), Rochester, Mn."



I am looking to re-write the source so that the whole process uses UTF-8
start to finish. I can't establish if this is allowed or not?
