I'm not so sure. Easy400.net shows that it has 23,473 subscribers. Granted, they may not all be using CGIDEV2, but it's clearly the most popular of their tools, so a large percentage are CGIDEV2.

And that's just CGIDEV2. What about Icebreak, RPGsp, RSP, CGILIB, eRPG SDK, or people who are writing CGI directly in RPG?

Then you have the people who are writing part of their app in RPG, and part of it in Java or PHP. These people should count, shouldn't they?

And those using webfacing or screen scraper web enablers are, in a sense, writing web code in RPG, right?

I think it's more like the Staples Center (approx 20,000 capacity) than a Staples store. Though, granted, it's a small number by comparison to the number of RPG programmers who aren't doing web programming...
