I understand that if persistent connections are maintained for each user, that may lead to many database connections, but what resource constraint do you see?
In my experience database connections are heavy weight objects and should be kept to a minimum. I do not know the maximum number of concurrent AS/400 database connections, but it might be an interesting number to work out.

My point is that the practical number of users which the Java part can handle may be much higher than the practical number of concurrent connections the database can handle. Hence you hit a wall faster.
