The message says "Suspected program not found". That just means Apache logged the error and "suspects" QZHBCGI of being the culprit. That's because QZHBCGI is the name of the object that encountered the error but such a *PGM doesn't exist. You already know why that is so. The CPI93CA message is probably a furphy. The real problem is MCH0601 sent from QtmhWrStout to itself.

Since you say you are invoking "the standard output" routine verify the values you are passing in to it are correct and that the parameter definitions are correct and that the parameter-passing method is correct.
