Since about 2003 (when IE owned the marketplace and had as much as a 95% share of the browser space depending on who you asked) IE has gradually been losing it's near-complete dominance of the market. Non-IE browsers have always had higher penetration in certain markets, particularly education, but that trend is broadening as Firefox continues to gain acceptance. However, the gain in Firefox is offset by the loss of nearly every other player, Safari and Opera being the notable exception. Whereas there used to be perhaps a dozen minor players, there really are only the big four, with IE being Hertz and Firefox trying harder.
