Not only that, but there are operations for which we want a web service
that have nothing to do with a database. Yes, on i everything is "in"
the database, but from the average programmers point of view the
database is for data!

For example, we have a web service that converts word docs to PDF (it's
a front-end to openoffice), from the average programmer's point of view,
what the heck does that have to do with the database? Nothing. So why
would I access it via a stored proc.
