I am having trouble getting the exec cgi command to work.

After running the page in the browser I get the following error in the log:

[Mon Nov 12 13:15:06 2007] [error] [client xx.xx.xx.xx] ZSRV_MSG0109: /qsys.lib/citcgidev.lib/www is not a cgi program: /qsys.lib/citcgidev.lib/www, referer: http://xx.xx.xxx.xx:8014/citcgidevp/index.

When I look in the CGIDEBUG file at the HTML that is being sent I see;

2007-11-12-13.15.14.537000 WrtSection: HTML = <!--#exec cgi="/citcgidevp/header"-->.

After searching the archives and various other sites, I am leaning towards the conclusion that the problem is in the config file. I do have the Options +ExecCGI -FollowSymLinks -SymLinksIfOwnerMatch +Includes -MultiViews -Indexes line in my config file. However, since I am really, really, REALLY new at cgi, and I have very little knowledge of what the lines in the config file mean, I was wondering if anyone on the list had an idea of what is going on or where else I can look for information on how to read the config file.
