It should be
/db2www/timeoff.htm/getforupd?key2=$(V_todtod)&key3=$(V_todtoc). Also,
the HTML snippet you have below is trash. It make work in IE but you can
bet it will not work in anything else. If you're trying to make a link
out of V_todtod, the HTML for the link should be <a
href="/db2www/timeoff.htm/getforupd?key2=$(V_todtod)&key3=$(V_todtoc)">$
(V_todtod)</a>.

I can't seem to get 2 variables passed - key2 and key3.  The value of
key3 attaches to key2.  Is there another way or must I parse it out?
