struts server specification api jar files

Dear All,
 What it meant by a server specified jar files.
When I run a struts application thru eclipse 3.1 using tomcat 5.5.16    I got 
an internal server error exception 
org.apache.jasper.JasperException: Failed to load or instantiate TagExtraInfo 
class: org.apache.struts.taglib.logic.IterateTei
        
org.apache.jasper.servlet.JspServletWrapper.handleJspException(JspServletWrapper.java:453)
        
org.apache.jasper.servlet.JspServletWrapper.service(JspServletWrapper.java:375)
        org.apache.jasper.servlet.JspServlet.serviceJspFile(JspServlet.java:314)
        org.apache.jasper.servlet.JspServlet.service(JspServlet.java:264)
        javax.servlet.http.HttpServlet.service(HttpServlet.java:802)
Later I deleted 3 jar files from ..WEB-INF/lib1. jaxp-api.jar2. jaxb-api.jar3. 
jsp-api.jarNow its funtining . What does it mean ?RegardsAby
