It looks like it will run in AIX 5.1 which would be supported in PASE. If that is the case you could install it through the AIX shell or through using VNC on the iSeries. Googling for PASE and ColdFusion turned up no satisfying links though....

But, installing and running applications in PASE is well documented and the binary's for AIX 5.1 are already there, so the installation, while probably not trivial, would be something that would be fairly straightforward.
