Here's what I do for my CGI's ...

Retrieve the library the RPG program was run from out of the program
status data structure (pos 81-90).

Using that library, I retrieve the library list from a pre-defined job
description that lives in the same library as the RPG program.

I then call QCMDEXC to change the current job's library list to the job
descriptions library list.

Alternatively, I put a CL program in the same library as the RPG program
that knows how to setup the library list and I simply make a fully
qualified program call to setup my jobs library list.
