Apache on V4R5 isn't a viable option. 

It's based on build 18 of Apache 2.0 which Apache.org considered alpha quality. 
There are also some issues with logging that were not resolved until later 
builds and there were configuration directive changes that also happened. There 
may have also been some issues with some of the CGI API's but it's been so long 
since I messed with that version that I don't remember the specifics.

Since you're moving to Apache anyway, why not move now and see if that 
helps?  Or, are you afraid of success and thus will have less argument for 
a new machine?

It must be the hardware capacity.
The 170 we're using is: 
CPW Batch: 114 - Inter: 23
Memory: 128 MB
So it was probably the 4000 to 5000 hits in that 60 to 90 minute window 
that
brought it to its knees.
Thanks everyone... I hope to move to a V5Rx machine this year using 
Apache.

Bob,

When we started http://www.vamanet.com in 2001, we were running a
similar system.  It only took a couple of months (with relatively little
traffic) to figure out that this entry level machine couldn't handle
more than a few simultaneous requests.  The system would quickly just
come to a halt, and page delivery time became completely unacceptable.

Since then, we have been running a dedicated 270 with 1100 CPW and no
interactive processor.  I don't have any real numbers for you, but we
run between 50,000 and 100,000 hits per day, usually with no real
problems.
