That was it.  Maximum number of threads.

So, for archive, problem starting Http Classic server on V5R1, use *Admin
screen to update maximum number of threads.

Art - I had a similar problem getting Classic going on V5R1. Group Ptfs
helped, but I do remember having to go into Admin config (port 2001) and
just press enter thru some config screens. One screen (and I don't remmber
which) was missing a required value (like maybe #threads to run?). After
that (and group ptf's before) worked fine.
