what is at line 425 in procedure WRTSECTION in program CGISRVPGM2?

sounds like your web program didn't properly bind to the cgi service
program.

How are you compiling your programs?   I'm not really hip to whether crtpgm
works if the module references a service program and you don't specify that
SP at program creation time, but your program is not finding the service
program with the http api's.   I would start looking there.

do you know how to debug a web job via STRSRVJOB?  you could use that to
step into the procedure and check stuff as it's happening.
