By searching the cover letters at
http://www-912.ibm.com/supporthome.nsf/home/PTF+Cover+Letters for
C2M1212 AND FTP, I found the following PTF which addresses the problem:

PTF#: SI03052 - AS/400 TCP/IP Connectivity Utilities/400
Licensed Program: 5722TC1
APAR Fixed: SE04200
Release: 510
Cum Level: C2071510

DESCRIPTION OF PROBLEM FIXED FOR APAR SE03208 :
-----------------------------------------------
A C2M1212 message occurs when running an FTP script.

CORRECTION FOR APAR SE03208 :
-----------------------------
When using the OS/400 FTP Client or Server, the message C2M1212
may occur. This message indicates that an error occurred when
freeing memory. FTP continues to function properly. FTP has
been modified so that it will not cause the C2M1212 message to
  be issued.
