the 'splfown(*job)' worked great assigning the spool file to my job, but...

Do you have any idea why my job wouldn't have authority to the spool file
it created?  The convert to pdf command is bombing because the job doesn't
have authority to the spool file.

It's because the CGI job runs in a server process.  Try adding ovrprtf
splfown(*JOB).
