Holy cow, I got it to work!

The magic combination is to name the .war file the same as the application
directory, so

/www/commv/commv.war works when invoked by http://machine:88/commv but
/www/commv/webtest.war does not work when invoked by http://machine:88/commv
or http://machine:88/webtest or http://machine:88/commv/webtest
