September 1998.

>From HTTP Server Programming Guide (V4R1):

This chapter includes detailed information on the following application
   programming interfaces (APIs):

 ° Get Environment Variable (QtmhGetEnv)
 ° Put Environment Variable (QtmhPutEnv)
 ° Read from Stdin (QtmhRdStin)
 ° Write to Stdout (QtmhWrStout)
 ° Convert to DB (QtmhCvtDB)
° Parse QUERY_STRING Environment Variable or Post stdin data
     (QzhbCgiParse)
° Produce Full HTTP Response (QzhbCgiUtils)

To use these APIs in a CGI application, you must bind the CGI program to
 *SRVPGM QZHBCGI in library QHTTPSVR.

I think the same text has been included in all releases since 1998. I seem
to recall other statements, but can't remember the specific references.

I'm in support of initiatives to preserve backward compatibility, but this
particular case would not be one that I'd personally complain about.
