HTTP 500 -- WEB400

All,

I have a cgi pgm in RPG that is getting an HTTP 500 error when calling the
QtmhWrStout api.

I started the http server in verbose mode and the log says:

ERROR 500:  ** Bad script request -- script
'/QSYS.LIB/CGIBIN.LIB/bkeml01.PGM' not found or not executable

but it did execute - I stepped through it in debug.

This as/400 is at V5R1.  This same pgm worked on V4R5.

Anyone have any ideas?
