Not exactly. I have tried PyCharm, and I like it. I haven't heard of
anyone who doesn't like it. I have not tried PyDev, because I do not
use Eclipse. I have heard of many people who find Eclipse merely
tolerable or even actively dislike it. And this is even for working
with Java, which it was originally built for.

Any recommendation for PyDev is of the form "might be worth trying
**IF** you actively use Eclipse for something else". In the case of
midrangers, a lot of them are using Eclipse for RPG, and that's the
only reason it comes up.
