For my own plugins I do nothing more than load the latest version into the base eclipse plugin folder not the dropins. I think the dropins is for more robust plugins without an install feature.
I have to restart RDi every time I want to use my new plugin version but this is required for all installed plugins.
Since I don’t write an update feature to my plugins I am not that concerned that the update tools won't work.
I have found that sometimes the wrong version is used and I have had to update the LPEX version on the project to fit the version I am running. When things don’t seem to work I make certain all versions of my plugin are removed from RDi plugins folder then copy in the latest version. You can see what version of your plugin you are running in the Help -> About -> Installation Details -> Plugins tab. Make certain that version is the one you want running.

Just guessing (as I have not done it before), but I would think you
would have to do more to "install" an Eclipse plugin that simply copy
the JAR file to the plugin directory. I would think it would have to
at least also be "registered" somehow to Eclipse.
In fact, I found the following comment on the Internet.
Never, never, never... install anything directly in plugins/ It will not be picked up by Eclipse automatically and - even more importantly - all the usual update functionality does not work for these "dropped" plug-ins.
If you absolutely must add anything "by hand" do it in dropins/... – Tonny Madsen
I found other comments that said you need to export from one machine and then import on the other machine.
