I believe this is the APAR for this issue.

RDI 9.5.0.3 TRAVERSAL OF THE EDIT HISTORY NOT WORKING WITH REMOTE
SYSTEMS LPEX EDITOR
APAR_SE64891 1.0.0.20160516_1354

Without this APAR fix just press any basic cursor movement key
(left, right, up or down) and the action will trigger. If you do
the Alt+Left more than once you will go back that many steps but
only when you do a basic cursor movement key.

It will be interesting to see how IBM resolves this. As there is an older
APAR for the change in Alt+Left or Alt+Right behavior from when that used
to simply navigate between editors:

PREVIOUS SOURCE LOCATION WITH ALT+LEFTARROW

One of them will probably need to use Alt+Shift+{arrow-key} or some other
combination of Alt & arrow keys instead.
