2.) Decide I need to debug & verify. Switch to "DEBUG" perspective. Find a minor code to change. So I recompile, it fails! Yikes!

It works for me on 9.5.0.0, even to the point that the Commands Log View
shows the exact same messages. For example if I try to ADDLIBLE twice,
both the RSE and Debug Perspective's Commands Log View show 'The library
BUCK already exists in the library search list.'

Are you using the same connexion in the Debug Perspective that you were
using in the RSE Perspective?
