Given the presented message text comes from a Completion message, I would suggest reviewing the joblog of the server job to see what errors were logged; seems probable that the RSE message was built from an incorrectly chosen\"received" message, and that the /real issue/ is diagnosed as an Escape [and possibly accompanying\preceding Diagnostic message].

Often times, programs that were coded with an /assumption/ that the [order of and existence of prior] messaging may start to fail when the prior messaging is modified in nuanced ways. As BKBratager suggests, the prior messaging in this case is logging something being done with licensing, and may be something that would be occurring only in some rare or specific circumstances that were not properly accounted for by the feature doing the effective Receive Message processing, for which only exception class of messages are received in LIFO order whereas non-exception messages such as Completion messages are received in FIFO order. If a /wrong/ message was received for its text, then likely the actual origin for the issue was logged and un-received from the joblog of the job serving the client session.
